About the series
The EU Pay Transparency Virtual Masterclass Series is a six-session program designed for CHROs and senior HR leaders at multinational companies preparing the EU Pay Transparency Directive. Panelists Include

Wenchao Dong
Senior Director, Global Practice and Policy, CHRO Association
Wen Dong joined CHRO Association in September of 2020. She currently leads HR Policy Global, a premium program for HR Policy members, providing information and insight on key international trends and developments. She is also responsible for member engagement and research.
Prior to HR Policy, she was the International Labor Relations Manager for Walmart, where she specialized in global employee and labor relations. Her other experience includes various HR positions with TRW Automotive in Detroit and PetroChina in China. She received her degree of Master Public Administration from the University of Louisville.

Jen Hupp
Vice President Human Resources, Total Rewards, Avery Dennison
Jen Hupp is Vice President of Human Resources, Total Rewards at Avery Dennison, based in Ohio. She has held the role since November 2022, leading the company’s total rewards strategy, following her role as Global Senior Human Resources Director, Corporate and Total Rewards.
Hupp has spent more than nineteen years at Avery Dennison across a series of progressively senior human resources roles. From March 2020 to April 2022, she served as Global Senior Director, Human Resources, acting as Global HR Business Partner to Corporate Finance, IT, Law, Communications, and Strategy & Ventures. From June 2018 to March 2020, she was Senior Director of Human Resources for Label & Graphic Materials North America, where she developed and drove HR strategy for the business and led an HR team supporting 18 sites and roughly 2,400 employees.
Earlier in her HR career at Avery Dennison, Hupp was Director of Human Resources / Global HR Business Partner (2014–2018), serving as the HR business partner for Marketing and R&D and leading HR for Finance, IT, and Procurement; Senior HR Manager, Commercial Functions (2013–2014), partnering with Sales, Marketing, and Customer Service and serving as global HR lead for Sales Excellence; HR Manager, Operations/Supply Chain and HR Process Improvement (2012–2013); and Human Resources Manager for Sales, Marketing and R&D (2007–2012), where she supported the Engineered Films plants and the Sales, Product Technology & Innovation, and Customer Services teams.
Prior to that, Hupp spent seven years in commercial and engineering roles at Avery Dennison.
David Fortney
Co-Founder and Managing Partner, Fortney & Scott, LLC
David Fortney represents employers in employment and labor matters and hosts a podcast, DC Insider—Employer Update. Recent projects include: representing and counseling employers addressing Trump Administration new policies and Executive Orders, representation of employers in a wide range of EEOC, DOL and DOJ investigations and related matters; DOL audits — Wage & Hour on FLSA and prevailing wage matters; regular interface with senior leadership and staff for Federal agencies; and, conducting sensitive workplace investigations.
He is a co-founder of Fortney & Scott, LLC with a broad-based practice representing and counseling employers in employment and labor matters, including equal employment opportunity requirements, wage and hour matters, federal contractor’s obligations, collective bargaining, and workplace health and safety.
David has been widely recognized for his professional accomplishments, including being named one of the leading employment lawyers in Washington, D.C. by the CHAMBERS USA survey of America’s Leading Lawyers for Business from 2005 through the present. He was selected for inclusion beginning in 2009 in The Best Lawyers in America, Washington D.C.’s Best Lawyers, and Super Lawyers. He was also awarded an AV rating (the highest level) by Martindale-Hubbell.
Before co-founding the firm, he previously served as the chief legal officer of the U.S. Department of Labor in Washington, D.C. during President George H.W. Bush’s term. As Acting Solicitor of Labor, David was responsible for enforcing over 140 laws regulating the nation’s workplaces and managing an agency with 800+ attorneys and support staff. Additionally, he advised Secretaries of Labor Elizabeth Dole and Lynn Martin and the Department of Labor agencies on a broad range of legal, policy, legislative, regulatory and enforcement issues.
David has testified before the U.S. Congress on several occasions and a state legislative committee on wage and hour matters. He is also a frequent lecturer and writer on employment-related topics and has appeared on CNN, CBS and Fox News.

David Cohen is the founder and President of DCI Consulting Group, Inc. He provides consulting services to employers and management law firms on a wide range of human resource risk management strategies, particularly in the areas of EEO/affirmative action program development, systemic compensation statistical analyses, comprehensive human resources self-audits, and employee selection and test validation.
In addition, Mr. Cohen is the Senior Vice President for The Center for Corporate Equality and co-founder of The Institute for Workplace Equality, a national nonprofit employer association that trains and educates federal contractors in understanding and complying with their affirmative action and equal employment obligations.
