We show policymakers what a proposal will mean in practice: what it will take to implement, what it will change for employees, and where it conflicts with programs already in place.
As the CHRO’s Voice in Washington, the Association aims to advance workplace policy that supports job growth, employment security, and competitiveness – and that works for the people who run it.
How We Represent CHROs
- Grounded in Practical Experience. When a proposal would change plan design, reporting obligations, or workforce programs, we use our members’; experience to demonstrate the impacts directly to policymakers.
- One View from the Largest Companies. Policymakers get a single, considered perspective from our member companies rather than dozens of separate ones.
- Non-Partisan. Health and workforce policy works best when the employers who fund and run these programs have a seat at the table. We work with both parties and with the agencies that write the rules.
- Partnering with Washington Teams. Members and their government relations teams hear what is moving early enough to plan for it, and their experience shapes what we say next.

For policymakers and their staff
We give Congress and federal agencies a unified, practical view of how proposed workplace laws and regulations will work inside large organizations, from the people responsible for implementing them: CHROs and the HR functions they lead.
The Washington Representatives Program
Government relations professionals at member companies work where HR practice meets federal policy. The Washington Representatives Program connects them with one another and with our policy team, enabling the CHRO’s perspective to reach Washington through every channel a member company uses.
The Program is led by Chatrane Birbal, Senior Vice President, Public Policy & Government Relations. Participants receive:
- Regular updates on legislative and regulatory activity affecting the workplace
- Training and talking points for engaging policymakers on workplace issues
- Policy presentations for the CHRO, executive team and other internal stakeholders
- Support for testimony, leadership updates and media talking points
- A peer network of government relations leaders at other member companies
Participation is included in membership, with no limit on the number of people from each company. To join or nominate a colleague, contact Chatrane Birbal at [email protected].
